I can produce the osm file for importing the Geobase boundaries. I mapped<http://wiki.openstreetmap.org/wiki/GeoBase:_Canadian_Geopolitical_Boundaries>the Geobase Admin areas to OSM features. Then I created the osm file <ftp://ftp.cits.rncan.gc.ca/pub/nsprod/mg/osm/> for importing as a test (the file was compressed with 7Zip). The only problem I had was to create complex polygons in osm (donut polygons). Comments will be appreciate.
