Not to be a pain in the backside Sam, but it can be pretty taxing trying to decipher your scattered thoughts, incomplete ideas, and poorly constructed sentences which are peppered with poor grammar and spelling. Not everyone is a linguistic Michelangelo, that is a given, but it can really be tough to figure out what you are attempting to communicate. You seem to be stuck on concepts about combining data from numerous sources, most of which are incompatible with the OSM CCbySA license. Why not focus on the task at hand, which is importing the GeoBase data into the OSM project.
