The great thing about the OSM process is that this will fix itself. My approach for the US was to upload only counties that were completely untouched by OSM or that had only a few roads. As time went on, people would complain that I "missed" their county and ask for me to upload the whole data set, even when they had already done quite a bit of mapping. They asked because the TIGER data set had *so* much more content than they could ever do themselves.
