The shirt answer is that the border is defined by the physical monuments which were placed as accurately along the 49th as the technology of the day allowed. No change for mathematical correctness would ever be considered. That would entail exchanging land between nations!!
Also, don't be fooled into thinking that our provinces actually agree on the coordinates of our internal boundaries, or even their location on the ground in some cases. This is a worm hole you don't want to get involved in. Just accept what has been put into Georgia as the consensus solution, or go crazy trying to fix it! In the west, the border follows the 49th parallel, but does it actually follow exactly along 49 north, or does it wander back and forth a little? Looking at the photos of the cutline, you can see that it doesn't follow a perfectly straight line. 49.9988 -114.0685 is where GeoBase puts the SE corner of BC... Should it be a little bit further north, or what? USGS 2001 County Boundary puts the corner of Glacier County at 49.0006 -114.0694. A manually placed border sits at 49.9989 -114.0682. I'm thinking that the GeoBase version is going to be pretty close. The Tiger data has a reputation for not being super accurate on it's positions.
