Nothing is impossible ;-) but I would concur that merging ways might make such things more dificult to do. Each item has history in OSM, so any simple action (such as merging a few ways together along the length of a street) could be 'viewed past' by processing software at the cost of making it more complicated. The question would have to be what benefit does 'cleaning up' bring? The biggest issue to the lay person (ie me) is neater naming of streets on the map. Can the renderer be given enough smarts to know when join ways with the same name should only have 1 name (or 1 every Xcm) rendered?
