Ahh, i see :) yup, so we need to make available each single tile that has the roads in there. (as a separate .osm file) & slicing that osm file into a grid would make it easier to work with in a heavely mapped area). You can delete what imported data from this tile as you like. (it can be copied in at any time) -just contact those people and have a meetup so it can be done in after a few meetups. If the group wants to, you can decide what todo locally.
The mappers who did that tracing spent a year doing all that work, and did a great job. (just as you wouldnt like someone messing with your work, without talking to you first. We need to work as a community on this, in some cases its easier to wipe the local mapper data, but others, its easier to just have the roads.osm file as the other layer & drop in the suburbs that were missed. This is what im doing for Victoria, using the complete.osm file that Austin made called greater-victoria.osm sure, it'll take some time todo, but at the November mapping party, i'll share what i have, and local people can 'claim' there area to work on.
