I think it makes sense. Are all levels smaller in size and inclusive of the
previous levels? I am afraid I don't know enough about Quebec to say about
it even if I lived for some time not too far from Canada.
It would be great to see that information in OSM. I think it is something
that is missing currently but it is being filled very rapidly.
With a level 8 for municipalities, that means that maposmatic will work
without doing anything.
