I am pretty surprised that there was no relation for Canada. I often
pull the MI-ON border when I work and I am sure it was part of a Canada
relation. The relation might have been deleted at some point.

And if you are running a minutely update, that relation has propagated
so you can now ask your local PostGIS server how many Tim Hortons are
in OSM in Canada, and you'll get the answer. 554. SO we have a few
more to map!
