The street and road names information is in the Geobase. The layers are 
described in The GeoBase Web Mapping Service (WMS)
http://www.geobase.ca/geobase/en/wms/index.html

From this information, I have selected a few layers,  especially, street 
address range, street names, primary roads and secondary roads.
To show that it works, lets firs ask for a tile from a web browser with bbox 
information. The link below will show information for a tile in 
Saint-Jean-sur-Richelieu.

And finally the JOSM url for the WMS plugin. We should see the equivalent 
information in JOSM. This will appear under the OSM layer. We just have to hide 
the OSM layer to validate the content.

Does anyone have a URL for a WMS layer that displays Canvec roadnames for 
the smaller roads?  Everytime I've looked at the canvec WMS layers I've 
never seen names of non-highways show up.
