There is a new layer with this data now in the OSMI: http://tools.geofabrik.de/osmi/?view=areas&lon=-64.28033&lat=53.72207&zoom=8&overlays=same_tags_on_outer_ring You have to zoom in to at least zoom level 8 to see something.
