Well, as it happens, this same dataset is listed at this link, <https://catalogue.data.gov.bc.ca/dataset/bc-address-geocoder-web-service>, as available under Open Government Licence - British Columbia. And the address data it uses comes from the BC Assessment Authority, not the ICIS. So that might bode a bit better.
