You are right. I quite lagged behind with the state of my informations. Today I was pointed to this Meeting Minutes of the License working Group (LWG) which mentions the licenses of Pavel's imports: https://docs.google.com/document/pub?id=169dS6q7FYKjlUxm2vy7CmzIJH9iR7ikHIx2zMDei5uI Additionally I was told that Pavel had contact to members of the LWG on April 2nd to give permission to use his data as far as it is compatible with the ODbL (that is the biggest part of his contributions).
