Was jetzt aber nicht relevant ist für OSM. Es gibt so etwas ähnliches wie einen Konsens in OSM, dass die Grenzen, die mit admin_level=6 getaggt sind, place=county entsprechen. place=district ist in OSM ein Stadtteil.
