Tiles are available with web interface in
http://lbs.nutiteq.com/topo_openlayers/index.html . I did not find any
public transparent OSM tiles (the ones I used were down) to use as overlay,
do you know any?

I adjusted data "manually" to correct place, coordinate calculation made
about 130 meters error to the east (when compared to marked coordinate
crosses). If you compare it with OSM data in JOSM, then you see that there
are actually not too many well matches, this could have something to do with
inaccuraccy or coordinate "encyprtion" of the topos. Especially Tartu
streets are shifted, but roads around city are more accurate. Actually now I
found still a shift over there, coordinate markers are not in the same place
what openlayers shows :(

You can access tiles in JOSM with slippymap plugin. Define
http://lbs.nutiteq.com/topo for tile URL over there, and set maximum zoom to
17, and set also quite a lot of transparency to view real data in top of it.
JOSM restart is suggested, I got strange results otherwise.

WMS is behind the scenes, but not ready to publish it. It crashes
occasionally Apache over there for some reason. So requires manual restart.
Tiles are cached, but not regenerated, so if you are going to new region
where there is no cache, and apache/wms has decided to crash, then no map
could come.
