Dear Philippe,

The other Spanish user that told you about the missing comarcas in Aragón was 
me, but I never told you to map them without bringing up the subject to the 
Spanish community. I also told you that I wouldn't even dare map the comarcas 
in neighbouring provinces, and yet you mapped in Andalucía, Extremadura, 
Castilla-La Mancha and Castilla y León before getting to Aragón. And the reason 
for my warning is because it’s complicated, and not in the sense that you don’t 
have the mental ability to research and perform the task, but because first you 
have to reach an agreement with the different communities involved.

I already have expressed my opinion on this matter. Comarcas must be mapped 
following different criteria depending on the region (if they should be mapped 
at all). In Aragón there is a law that must be followed and that should be easy 
enough (provided you don’t divide comarcas up along provincial boundaries, 
since that not applies there and local users have told you not to).

As for Castilla y León, as I told you through OSM, there is currently no 
legislation and comarcas have not been established. As other users have pointed 
out, maybe the best approach would be to just map El Bierzo on adminlevel 7, 
which is the only official comarca according to the regional parliament, and 
leave the rest blank. However, if a comarca-based division must be created, I 
favour using the agrarian comarcas, since they represent better the different 
territories.

I’m glad that communication has been finally established through this channel 
so that anyone who wishes to take part can do so. I hope users from other 
regions will join the debate to establish local criteria. They should all be 
implemented in the wiki page to avoid problems in the future.
