Il semble que notre gouvernement n'ai aucun doute sur la notion de domicile : il y a une règlementation plutôt lourde, ne devient pas nomade qui veut : il faut d'abord avoir été SDF pendant au moins 6 mois ...Pas sûr qu'habitat = logement, une tente sert d'habitat sans être un logement, lequel peut être inclus dans une... habitation. On dirait plutôt qu'habitat vient ici pour éviter précisément de parler de logement.
