Hello,

DWG member Paul Norman has implemented a 24 hour account block on
contributor Marc Sibert, citing as justification the import guideline
concerning use of a dedicated account. Marc Sibert is a very active
member of the French OSM community, and there is overwhelming agreement
in the French Openstreetmap community that this aspect of the import
guidelines is not appropriate for semi-automated imports from the French
cadastre.

I would therefore like to request that this block be revoked, and that
DWG accept that established local mapping pratices take precedence over
ex cathedra dogma.


Please understand that the semi-automated imports from the French
cadastre are different from traditional imports in a number of ways: 

  - contributors make a substantial amount of work on the raw data
    before sending it to OSM: correcting overlaps, removing useless
    nodes, removing duplicate ways, merging with existing (manually
    traced) buildings. This work often takes multiple hours for a single
    administrative entity. In no way is this bot-like activity. 

  - contributors often trace roads and tag their names from the cadastre
    within the same changeset.

  - cadastre semi-automated imports are, by definition, highly localized
    geographically.


The French community is well aware of the existence of some abusive
cadastre imports, where contributors have not cleaned the raw data
before importing and have not completed the highway data. However, these
are generally identified quickly and the lazy/uninformed contributors
are pointed to the cadastre import guidelines. Please note that this is
a DISTINCT PROBLEM FROM USE OF A SEPARATE ACCOUNT.
