You need to have each road with a way. If you added ways to all the roads/footways that you mapped then the problem is with you chopping up the osm file, thus causing issues with the upload. Otherwise you are tagging wrong. You don't tag segments at all. I would recommend the mappaint plugin, as this helps you to makes sure roads are going to show up in the map before you do an upload.
