I prefer your second set of suggestions (though would suggest
bicycle=private may be an alternative in the first one). Designated
is something I use if there are signs to say that pedestrians and/or
cyclists can use it, but I don't know whether they have a "legally
enshrined right" which would be =yes, or whether the landowner has
given permission for such users to use it (=permissive). It isn't
always obvious. Or perhaps in some cases it would be more obvious if
I knew whether the council who maintain the footpaths are giving
users a legally enshrined right or just permitting us to use it
until they decide to redevelop/sell/alter in whatever way the
particular area.
