Yes, some are. At Cruachan power station (http://osm.org/go/e6AnvNTu--) the same pipes are used to pump water back into the reservoir as to feed the turbines. However, my point was more that oneway=* is used elsewhere to document *legal* restrictions on travel in a vehicle (cf. access=*), not some physical property of a feature.
