The problem with having a way's direction imply anything is that there's no option for a mapper to *not* specify a direction. How would we distinguish between a way which is pointing in a particular direction to indicate pipeline flow, and a way which was put down arbitrarily because the mapper didn't know the correct direction, wasn't aware of the rule, or the rule didn't exist at the time?
