between roads with a black border and those without.  The unbordered ones are
slightly more likely to be service roads, drives or tracks, but they can still
be named streets.  If tracing them I will usually mark them as
highway=unclassified or =residential (guessed based on surrounding area) and
allow the nonames checks to pick them up for later surveying.
