As well as respecting the not:name field you might like to also consider being sensitive to the FIXME field which I use to identify ways that need a ground survey to resolve the issue - possibly actually we need a tag which means 'ground survey needed' so that people can go out with a list of things to check in an area in one go and ensure that they don't miss anything.
