My take on it is that it is showing two distinct pieces of information. One is a representation of what is physically on the ground. The other is a representation of what is the legal route and corresponds to a document somewhere. Both pieces of information are useful. I think the problem in the context of OS maps is the green rights of way are generally much more prominent to the eye than the thin black path lines, despite the black paths being often more useful for walkers.
