Using relations as categories is just litter really - making the data more complicated than it needs to be: if the relation isn't recording some form of geospatial relationship, then it's just a lazy way of grabbing a set of data. You can equally well grab the data by specifying tags and a bbox. Putting some extra tags on nodes doesn't cause database bloat. Putting in lots of extra nodes does, but I think we have to find other ways of dealing with that (osmosis for dummies would be a start).
