I am sure you have seen the resources that nominatim requires to do this identifying. If I am not mistaken it takes nominatim several weeks to do the indexing on quite a powerful server. So yes it is possible, but for a lot of applications it is not feasible. It is so much of a pain, that MapQuest have just released pre-indexed version of Nominatim as they think people don't have the resources to run their own Nominatim instance due to those indexing requirements. Adding a DE: or GB: in front of the maxspeed word, makes the process close to no more complicated for the mapper and can be huge help to application writers.
