Me too. I posted my reasoning to this list a few weeks ago: http://lists.openstreetmap.org/pipermail/talk-gb/2011-April/011439.html While a number of people replied saying they disagreed with my conclusion, no-one offered an explanation of where/why they thought my reasoning failed.
