If that were true, then it would be no contest. Given the choice between spending some effort doing an import and the same effort to recruit a huge army of mappers who can cover the whole country, any sane person would go for the mappers. I think the discussion of imports is based on the view that importing something (for example street names) gives faster results for the same effort, compared to manual surveying or recruitment of more mappers who can then do surveys. It would allow a quick improvement of the worst-case completion status of OSM without a huge expenditure of time. And with the time left over we can then go out and evangelize OSM to users and contributors *as well*. It's really not an either-or choice as it is sometimes framed.
