I've put together some rough notes about the documents councils have,
and how to go about requesting them and obtaining permission to re-use
them in OSM. These notes can be found at

I've now finished processing the tiff files and have combined them
into one PDF for each parish. You can access these from
http://robert.mathmos.net/osm/prow/worcs/ . I haven't had a reply from
Worcestershire CC about the missing files, so I've just made a note of
the situation on that page for now.

I'm please to be able to report that my suggestion to add a link from
[5] to [4] has been accepted and is now live. I'm satisfied that this
meets our attribution obligations under the OGL. So as far as I'm
concerned, that means it's now ok to go ahead and start using these
three Definitive Statements to improve OSM. If you do make use of
them. don't forget to add suitable source tags to show where the
information has come from. (I've previously suggested
source:designation=definitive_statement and/or
source:ref=definitive_statement as appropriate.)
