I do not see what the problem is, it appears to be rendering as both, which seems to be the desirable, as it is both a boundary and a river? Compare this perhaps to where a boundary and river separate: http://www.openstreetmap.org/?lat=50.65848&lon=-4.31517&zoom=17&layers=M
