There are shape files knocking around for Phase 2 which originate from HS2 but I don't see a public version on the website currently. I'll have a look at my copy and see if there is any licence info.

The bottom of that page says "All content is available under the Open Government Licence, except where otherwise stated" but then "Crown copyright" just to the right. I said that I wasn't sure and would ask here.
