Hi all, In Northern Ireland we have a government body called the Northern Ireland Statistics and Research Agency, who work with the census data to determine the size and definition of a settlement - http://www.nisra.gov.uk/
Do you not have the same in the rest of the UK? Usually when they publish a report on settlements the local newspapers write an article about it, the last report I read was of settlements being downgraded due to a decline in population. The newspaper concluded that mass emigration of young people was to blame. It was quite the talking point!
