I have no axe to grind here (the city I live near has a population >100,000 anyway), but if the former, I suspect the residents of St David's would not be happy with this, and they'd still keep editing it back to place=city!
I don't really see the point, either: if you want to signal the population, then use the population=* tag. I'm content with letting place=* be the name by which the place is widely known: if the residents call it a city, then that's what it should be.
