Looks like it's the same product as this announcement: https://www.ordnancesurvey.co.uk/about/news/2015/3-million-pound-mapping-project-transform-road-improvements-maintenance.html Whether the open data version will have enough information for us to add/check e.g. bridge height and width restrictions I don't know. (If it's the already released https://www.ordnancesurvey.co.uk/business-and-government/products/os-open-roads.html then the answer is no.) But any data that's coming from local authorities could possibly be obtained under FOI/EIR with a licence for re-use thanks to the Re-use of Public Sector Information Regulations. Reading between the lines, the data is probably in the Local Authorities' National Street Gazateer (NGS) submissions.
