In response to the question regarding the tagging the network name with the drinking_water:refill:network key, there is value for a network which becomes an open data partner and takes ownership for maintaining the accuracy of "their" network. Extracting via the overpass API all establishments that belong to a specific refill network I think will facilitate this maintenance by mappers and network owners.
Proper database maintenance for establishments is especially important, given the current half-life of cafés and restaurants.
