Not really, no. That would include accessing the premises for the purpose of parking, or delivering passengers, or (as customers) shopping. Loading is not the same as either of those, and they are explicitly excluded from the legal definition of loading.

The most appropriate tag, according to the wiki, would be access=delivery. That's not quite the same meaning in UK law as loading, but it's a lot closer than destination.
