Road relations are a line of defence against people who see a road without a 
ref tag and put low value information in it. It is unfortunate that OSM 
Americana, which generally represents good practice displaying road numbers 
that other styles could do well to use as a starting point to adapt to their 
aesthetic, was willing to use way tags in Britain and lose that protection.

I have been adding my local bus route(s) to OSM and for many of the
saves I have also been updating some quite long trunk road relations.

I do see the irony of asking about the value of relations when I am
adding other relations but.

Whilst I understand the reason they are needed in the US where refs are
routes, where in the UK a road can only have one ref so effectively
they are just a collection of ways which share a ref, which has no more
utility than a relation of all the pubs called the Red Lion.

Does anything actually use these?

One I have touched, the A41 has a huge gap in the middle.
