Unfortunately, both the Office for National Statistics and Ordnance Survey only publish boundaries *after* the local authorities come into effect. Whilst the elections are scheduled for May 2027, the new unitary authorities will only officially exist from April 2028 - operating as "shadow authorities" in between those dates.
However, reading the previous statement [1] and yesterday's letters from the Secretary of State [2], it should be possible to create boundaries in OSM for the new authorities based on existing open data. The areas will comprise either:
- a combination of existing Councils
- existing Councils plus/minus some parishes from neighbouring authorities (The proposal from Leicester to spilt some parishes was rejected)
- existing Councils plus/minus some electoral wards from neighbouring authorities
- existing Councils plus/minus some parishes from neighbouring authorities (The proposal from Leicester to spilt some parishes was rejected)
- existing Councils plus/minus some electoral wards from neighbouring authorities
AFAIK Parish boundaries are all on OSM already, so the first two seem plausible to create if you can find a list of the parishes affected.
The third scenario will be more difficult because very few electoral wards are on OSM and many of those are out-of-date too.
