Practically all of the maxspeed limits that I have defined for Ireland in OSM have come from looking at the Speed Limit Bye-Laws that are published by each council. Many provide the information on their website, however some are not readily available. I've mapped limits in parts of North Co. Cork, Co. Kilkenny, Dublin City, South Dublin and Dun Laoghaire-Rathdown this way.
One thing I noticed is that the speed-limit bye-laws published on the Cork County's site do not match up with the speed limit signs, e.g. the limits defined on the N71 from Mallow to Mitchelstown are derived from the bye-laws, but they do not reflect the on-the-ground sign postings.
