Yes - a townland name is unique in each civil parish. The problem you'll see when you get to mapping civil parishes is that EDs started to be used more in the 1901 and 1911 censuses so the paper trail disappears.
On the GSGS map you will see Townland FOO (ED BAR) and Townland FOO (ED FOOBAR) to distingush different townlands with the same name. For both you should do name=FOO and maybe add a note=ED BAR until you get to mapping the EDs themselves.
