Yes. One should be cautious when correcting tags (is it really an error ? did the contributor have a differnet meaning in mind ? Did he make similar edits elsewhere ?) but "place=lcoality" clearly looks like a simple typo. Or am I > missing something here? It's not an error, just data that isn't as complete as you'd like. A lot of OSM data doesn't specify beyond "natural=water".
