That sounds like a simple typo. You should probably just change the tag on OSM. If it doesn't look like a typo, but you disagree with the tag, then that's a more complicated matter. Or am I missing something here? Nothing is "wrong". OSM is an evolving project, and will never be "100% finished". Initially lakes were tagged with just natural=water. Eventually we started using water=lake for more fine grained detail. But not everything has been changed. Feel free to add the water=lake tag to those lakes, if you'd like.
