MapRoulette could be one way to go. You don't need to set up your own instance, merely upload tasks to the existing hosted version. MR has the option to "pass" on a task that is undoable. However we'd have to explain to people how to get and read the maps. Knowledge of Irish placenames is very helpful for reading the old maps.
