I don't know about this. I'd suggest allowing either group to be able to make formal representations. Who knows, maybe some governmental body might be more receptive to something from one group or the other? Both groups can and should discuss together before making any formal requests. We both want the same thing, and it would suck if we tied ourselves down to one method that will bite us later. Why not keep our options open?
