I looked at this a few years ago and started some work. I was interested in using OSMAND as the app for android as it has inbuilt support and a sat nav. I manually mapped a few zones and was waiting for OSMAND to update their data. I also manually took the start and end locations of zones, mostly on paper and I think I have about 50 zones nationwide. I passed 3 vans on 1 day!
My plan was to map them and ask for others to fill in the blanks. Since then I have been distracted with other projects. The data is on the garda.ie site. On the site it says all data is theirs. On a couple of occasions we emailed asking could we use the data but got no definite answer. They also changed some of the zones a few years ago. There is an ordinance survey paper road map with them marked. The quickest would be to get garda approval (some sat navs have them) or else to accurately collect them. Note some speed vans owned by the gardai can set up anywhere while others are limited to the zones. I would recommend ringing the Gardai and asking.
