I don't really think that temporary or even fixed speed camera zones or speed traps should be mapped. However, I'm very much in favour of getting all permanently marked speed zones (signposts) mapped and into OSM.
I find Mapillary ( http://www.mapillary.com/ ) to be a great tool for doing this and saves a lot of the remembering to do stuff (which I usually forget by the time I'm sitting in front of my computer).
