Hello Naveen. I sully agree with you; new highways are based on 2 digit and 3 digit scheme but at the moment based on the MORTH and the NHAI data, the old numbers remain as-is. NH185 and NH183A in Kerala are new additions to the 9 NHs and they certainly use the new numbering. The DORTH site still lists all old numbers - Karnataka shows NH7 and no NH44 etc.
On an off note, the physical signs on the highways are quite interesting now. I see both NH7 and NH44 near Bangalore leading to a lot of confusion to the first time users of the road :) Regards.
