The talk-ja list is indeed in Japanese, so if possible Japanese is
preferred. Some members of talk-ja also speak English and subscribe to
English language OSM lists, so perhaps you could post to them and
someone else could forward the relevant information? I'm not sure what
the best means of communication would be.
I translated your question into Japanese, and here is what I was told.
As for the coastline issues you mention, there was a recent large-scale
data import -- the Yahoo!/ALPS Data Import, to be precise. There was a
variety of road data and coastline data. It is quite possible that the
weird coastline you find is a result of this import. You can read about
it in Japanese (or imperfectly using Google Translate) at the following

There is a lot of new coastline data, and most of it has been imported
properly. There were a few glitches that have mostly been fixed.
Still, it seems coastline rendering is different from POIs and roads,
and it is only rendered every few weeks or so. The first link above was
written on 10/18.
