muramotoです。 あまり詳しくないのですが、車いす向けのルート検索が可能なサービスは https://wiki.openstreetmap.org/wiki/Routing/online_routers の"wheelchair"にまとめられているようです。 ただ、 OpenRouteService(http://www.openrouteservice.org/)はドイツのみ、 Routino(http://www.routino.org/uk-leaflet/router.html)はイギリスのみ の対応のようで、日本で使えるサービスは見つかりませんでした。
また、Wheelchair routing( https://wiki.openstreetmap.org/wiki/JA:Wheelchair_routing) というwikiページには、有用なタグ等がまとめられています。 ご参考まで
