If this proposal comes to anything, I can donate some of my time to setting up 
and running the server. I currently do this for several clients around the 
world. There must be how-tos on how to set up the synchronisation etc. 

But as the discussion unfolding below concludes, we clearly first need to 
identify the need for the server, and what functions it will take over. 
Personally I feel it could be a good source for downloading offline tiles with 
a zoom of 17 and 18, which are currently prohibited from the main servers. And 
tweaking the style to make it more local might be a good idea.
